PAGCOR, PCSO earn Philippines’ top GCG awards

The Philippine Charity Sweepstakes Office (PCSO) and the Philippine Amusement and Gaming Corporation (PAGCOR) were both recognised by the Governance Commission for GOCCs (GCG) after posting strong performances in the 2024 evaluation cycle. The PCSO emerged as the top-ranked government-owned and controlled corporation (GOCC), and PAGCOR received two major citations. 

 

PAGCOR: Performance and sustainability recognition 

PAGCOR, the country’s gaming regulator, earned a 99.92 percent rating in its 2024 Performance Evaluation Scorecard and received the Sustainability Award for what the GCG cited as “exemplary efforts in upholding sustainability values and best practices in corporate governance.” Chairman and CEO Alejandro Tengco said the two honours reflected the agency’s continuing improvements in internal systems and external contributions.

Tengco said PAGCOR “will continue to raise the bar of government service by ensuring that our revenues support essential social services and uplift communities that need help the most.”

In 2024, PAGCOR remitted PHP68.20 billion to nation-building initiatives, funding programmes related to infrastructure, disaster response, and other community-support projects. The agency also continued to deliver regular dividend remittances to the National Treasury to help finance priority programmes in health care, sports development, and renewable energy.

That is why we ensure that every peso generated by PAGCOR is channelled to programmes that protect livelihoods, enhance public infrastructure, and support nation-building.” 

 

PCSO: Top-performing GOCC for 2024 

Meanwhile, the PCSO, which operates the Philippines’ national and local lotteries, led all GOCCs with a rating of 100.63 percent for 2024, earning the highest score among participating agencies during the awards ceremony held in Parañaque City. PCSO Chairman Felix Reyes and General Manager Melquiades Robles received the award alongside the PCSO Board. 

According to a statement from the agency, the 2024 rating “reflected its strong performance across all major indicators set by the GCG in terms of social impact, sustained and increased revenues, collection efficiency, budget utilisation, customer satisfaction, improved process efficiency, ISO certification, human resource development, advancement in technology, among others.”

PCSO said it earned an additional whole point for its “full compliance with Republic Act 9710 or the Magna Carta of Women through its Gender and Development (GAD) programs.” The extra point accounted for the final score exceeding 100 percent. 

PCSO General Manager Robles was also named one of the three Leadership Award Finalists for 2024. 

PCSO’s performance trajectory over the past four years showed steady progress. The agency began with a 56.3 percent rating in 2021, rose to 92.03 percent in 2022, earning the Most Improved GOCC citation, and then achieved a 98.01 percent score in 2023, placing it among the Top 10 GOCCs. 

 

GCG’s recognition of reforms and public-service outcomes 

The GCG cited both PAGCOR and PCSO for their adherence to governance standards and measurable delivery of public service outcomes, with the awards underscoring the agencies’ contributions to revenue generation, social programmes, and institutional strengthening across government. 

The 2024 results also showed continued competition among GOCCs, with several other agencies recognised, including Clark International Airport Corporation, Land Bank of the Philippines, Landbank Countryside Development Foundation, the Metropolitan Waterworks and Sewerage System – Regulatory Office, the National Tobacco Administration, and the Social Security System.
