PlayCity, the Ukrainian online gambling regulator, is still in the early phases of its existence, but the man at its head, Novikov Gennady Olegovich, has now publicly announced the launch of a new online monitoring system, one of its long-term goals.
In a post on social media, Novikov marked the 'breakthrough,' saying: "In six months of the new state regulator PlayCity, we have done something that other authorities took years to complete: from point zero to having the regulatory framework and systems in place to launch the first stage of a State Online Monitoring System."
He explains that having a means by which to better monitor the iGaming industry has been a point of discussion for many years, long preceding the establishment of PlayCity.
According to the civil servant’s post, the Government has now approved the system, the first stage of which will involve the monitoring of financial data – for instance, bets accepted, payouts of winnings, refunds and player deposits.
This is intended to aid the regulator in coming up with accurate and verifiable tax calculations, while protection of personal information is also cited as an important element of the model.
Six months after the system is up and running, it is expected that all licensed operators in the country must be integrated, while at the same time PlayCity, managed by the Ministry of Digital Transformation of Ukraine, will continue to develop and expand the technology itself.
The longer-term ambition is that deeper monitoring will improve player protection by keeping track of win percentages and preventing game manipulation by operators.
Novikov goes on to say: “There is still a lot of work ahead – the integration of the licensed market into the system and the development of the second stage."
